We have a fantastic opportunity for a Pre-Construction Bid Manager (M&E Projects) based in London or Stirling to join our development team.
The Pre-Construction Bid Manager will lead the front-end development of M&E projects from initial enquiry through to contract award. This role ensures that all bids, designs, technical solutions, and commercial proposals are fully coordinated, competitive, and aligned with client requirements, statutory regulations, and organisational standards.
The role will involve
- Leading the full bid lifecycle including bid/no-bid analysis, bid planning, tender documentation review, and submission management.
- Coordinating internal and external stakeholders to develop winning proposals.
- Developing bid strategies, value-engineering options, risk registers, and mitigation plans.
- Ensuring submissions are compliant, competitive, and technically robust.
- Overseeing the development of mechanical and electrical designs from concept through RIBA Stages 2–4.
- Coordinating and managing external design consultants, specialist suppliers, and internal engineering teams.
- Reviewing and validating design outputs, ensuring compliance with project specifications, standards, and regulations.
- Leading interdisciplinary design reviews, resolving clashes, technical queries, and design risks.
- Providing expert M&E technical guidance during pre-construction.
- Evaluating engineering solutions, technologies, and materials, ensuring suitability and best value.
- Carrying out feasibility assessments, concept proposals, and option appraisals.
- Producing pre-construction programmes for design, procurement, and tender submissions.
- Working closely with estimating teams to ensure accurate cost build-ups, assumptions, and pricing strategies.
- Identifying project risks, constraints, and opportunities; document and manage them throughout the bid process.
- Acting as the primary technical and pre-construction contact for clients, consultants, and project partners.
- Leading design workshops, site surveys, and technical discussions.
- Ensuring all designs meet relevant industry standards, safety-by-design principles, and environmental/sustainability requirements.
What we are looking for
Energetic and enthusiastic individuals who thrive in a dynamic environment and possess the following knowledge, skills, and experience:
- A strong understanding of mechanical and electrical systems, design integration, and construction methodologies
- Excellent bid writing, communication, and presentation skills
- Strong project planning and organisational capabilities
- Knowledge of NEC or JCT contract forms
- Proven experience in pre-construction, bid management, or design management within M&E contracting, energy infrastructure, or building services.
- Experience managing multidisciplinary design teams and coordinating external consultants.
- Ability to interpret technical specifications, drawings, and commercial documents.
- Ability to lead multiple bids simultaneously within tight deadlines.
- Highly organised and detail driven.
- Strong commercial awareness and negotiation skills.
- Analytical mindset with the ability to challenge assumptions constructively.
- Collaborative approach with the ability to coordinate multiple parties.
- Proactive, solutions-focused, and calm under pressure
